UK Packaging EPR: What Small Brands Should Check
Extended producer responsibility (EPR) can apply to organisations that supply packaging or packaged goods in the UK. Whether a business has duties depends on its activities and current thresholds, not only on whether it buys boxes. Use the official checker before making assumptions.

Start with what your business does
EPR guidance considers activities such as selling packaged goods under your own brand, placing goods into packaging, importing packaged products and selling empty packaging. Different businesses in a supply chain can have different responsibilities. A small team or a low number of orders does not, by itself, show whether a business is in or out of scope.
- List each business entity, brand and sales channel involved.
- Note whether you fill, import, supply or sell empty packaging.
- Use the current GOV.UK eligibility checker for your turnover and packaging tonnage.
Keep a usable packaging data record
If the rules apply, useful records start with the packaging components that reach the UK market. Record the material, weight, packaging activity and sales destination for each component, and keep the supplier specification that supports those figures. Separate the outer shipping box from inner wraps, labels, inserts and bags rather than estimating a whole parcel as one material.
- Keep packaging names and weights consistent between purchase and reporting records.
- Record components separately where their materials differ.
- Ask suppliers for the specification or weight of the exact packaging item quoted.
Check deadlines and responsibility before filing
Registration, reporting, fees and exemptions can depend on the producer category and the latest rules. Re-check the official guidance when preparing a return, and ask a recognised compliance scheme or qualified adviser if the business structure or packaging responsibility is unclear. A packaging quote can help identify the product specification; it cannot decide whether your organisation is legally obligated.
